Summary: The Learning, Design, and Technology program (LDT) in the Department of Career and Information Studies provides strong leadership in the area of eLearning – management systems and mobile-based testing systems in particular – for educational equality. As part of this effort, LDT has established a formal relationship with NSDevil (North Star Developer’s Village) Co., Ltd. in South Korea. NSDevil has been working with universities in many developing countries to achieve their vision of achieving equal educational opportunities through ubiquitous-based learning technology. They have developed the world’s most reliable and secure mobile-based testing and learning management system, which has been validated in technologically disadvantaged areas (areas that lack stable electricity and Internet). This system has been adopted by the Korean Government for the use of government-administered license exams. Recently the Korean Board of the Medical License Exam has announced that they will adopt NSDevil’s product for their doctoral license exams. In addition, NSDevil has been invited to demonstrate their products at international organizations and meetings, including APEC Ministerial Meetings. The partnership with NSDevil provides invaluable opportunities for UGA to explore new challenges of learning and to develop further research and service programs that benefit UGA, NSDevil and beyond.
